MEMORANDUM OPINION
Denying the Plaintiff’s Motion to Alter or Amend the Judgment
URBINA, District Judge.
I. INTRODUCTION
This matter comes before the court on the plaintiffs motion to alter or amend the court’s August 20, 2001 Memorandum Opinion (“Memorandum Opinion”) granting the defendant’s motion to dismiss. 1 Rann v. Chao, 154 F.Supp.2d 61 (D.D.C. 2001).
