MEMORANDUM OPINION AND ORDER
LAMBERTH, District Judge.
This matter comes before the Court on defendants’ motion to reconsider, plaintiffs opposition thereto, and defendants’ reply to plaintiffs opposition. Upon consideration of the briefing, the law, and the record in this case, defendants’ motion to reconsider is denied.
