This case comes to us from the National Labor Relations Board on an application for enforcement and a cross-petition for review. See National Labor Relations Act § 10(e)-(f), 29 U.S.C. § 160(e)-(f) (1976). The Southwestern Bell Telephone Company claims that a three-member panel of the Board erroneously found that the Company had unfairly disciplined one of its employees, James Leuckan, for insubordination, and that he was wrongfully awarded back-pay for the four hours during which he was suspended.
