This appeal arises from an employment discrimination action filed by a class of white male employees of the Equal Employment Opportunity Commission (EEOC) in 1976. In 1982, the district court ruled in favor of the plaintiff class, finding that, beginning in 1974, the EEOC had engaged in a pattern of discrimination in violation of title VII of the Civil Rights Act of 1964 in making certain personnel decisions. See Jurgens v. Thomas, 29 Fair Empl. Prac. Cas. (BNA) 1561, 1982 WL 409 (N.D.Tex.1982). The court subsequently appointed special masters to conduct hearings…
