I. Introduction

The factual background of this litigation is set forth in detail in this court’s Memorandum Opinion and Order entered January 29,1979, and will not be repeated here. See In re Commonwealth Oil/Tesoro Petroleum Corp. Securities Litigation, 467 F.Supp. 227 (W.D.Tex.1979).
