OPINION
EASTAUGH, Justice.
I. INTRODUCTION
The question presented here is whether two sitting Alaska judges complied with AS 15.85.070 and .110, which require judges seeking retention in office to file "declarations of candidacy for retention" with the Alaska Division of Elections "no later than August 1." The two judges filed their declaration of candidacy forms after the statutory filing deadline had passed. The Division of Elections determined that both judges were ineligible to stand for retention.
