Armstrong Telecommunications, Inc. (Armstrong) appeals from an order of the Pennsylvania Public Utilities Commission (Commission) denying the petition filed by 28 “rural” telephone companies, including Citizens Telephone Company of Kecksburg (Citizens), requesting an additional three years “suspension” from their interconnection obligations under the Telecommunications Act of 1996 (Telecom Act) 1 in order to foreclose other companies from providing telephone service in their service area for that period.
