Buffalo Valley Telephone Company, Conestoga Telephone and Telegraph Company and Denver and Ephrata Telephone and Telegraph Company (hereinafter “Petitioners”) are three small local exchange carriers (LECs) that serve rural territories in Pennsylvania.
