MEMORANDUM OPINION

ROYCE C. LAMBERTH, District Judge.

This matter is before the Court on defendant’s motion to dismiss. For the reasons discussed below, the Court will grant the motion.

I. BACKGROUND

Defendant Charles Dickerson is the Branch Chief of the Juvenile and Neglect Branch, Family Court Operations Division, of the Superior Court of the District of Columbia (“Superior Court”).
