OPINION
RANDALL, Judge.
Donald Haumant appeals from an order denying his request for an injunction requiring respondent, the City of Minneapolis’ Director of Elections, to place a proposed charter amendment on the November 2, 2004 general-election ballot for Minneapolis. Because the election has passed, Haumant now seeks an order requiring respondent to hold a special election.
