KRAMER, Judge:
The Court issued a decision on October 23, 1995, with respect to the appeal of the appellant, Alejandro P. Tablazón, from a March 31, 1994, decision of the Board of Veterans’ Appeals (Board or BVA) which had determined that the appellant had not submitted new and material evidence to reopen a claim of entitlement to service connection for osteoarthritis and/or gouty arthritis of the lumbar spine and left lower extremity. The Secretary had moved for remand so that an appeal to the Board, long pending before VA, could proceed. The previous decision of the Court is vacated and this…
