FARLEY, Associate Judge:

In a 1983 decision by the Board of Veterans’ Appeals (BVA or Board), appellant was granted service connection for a psychiatric condition and the matter was sent *663to the Regional Office (RO) for an adjudication of a disability rating. When appellant failed to report for an examination, a 0% rating was assigned in 1984. Subsequently appellant received a rating of 100% with an effective date of October 1986. Appellant filed a Notice of Disagreement and perfected an appeal, arguing that he was entitled to an effective date back to the date of his original claim in 1979. In…
