In a decision dated October 17, 1990, the Board of Veterans’ Appeals (BVA or Board) denied the claim of Clifford S. Hauck (appellant) for an increased rating for post-traumatic stress disorder (PTSD), currently rated as 50% disabling, and denying entitlement to a total evaluation under 38 C.F.R. § 4.29 (1993) for a service-connected disability requiring hospital treatment or observation subsequent to July 31, 1988.
