On December 13, 2006, we accepted the November 20, 2006 application for writ o"‘ certiorari 1 of Petitioner/Plaintiff-Appellanc Richard Blaisdell (Petitioner), requesting review of the July 26, 2006 Summary Disposition Order (SDO) of the Intermediate Court of Appeals (the ICA), 2 affirming the February 22, 2005 final judgment of the Circuit Court of the First Circuit (the court) 3 dismissing Petitioner’s case for non-payment of filing fees.
