— Union affiliated apprenticeship sponsors1 (collectively the Objectors) appeal the Washington State Apprenticeship and Training Council’s (Council)2 decision to allow the nonunion affiliated Construction Industry Training Council (CITC) to expand the geographic area in which it provides plumber apprenticeship training.
