Review to annul a decision and order of the respondent Railroad Commission. The decision sought 'to be reviewed was the outcome of a proceeding before the Commission wherein the respondents Highway Transport Company and S. B. McLenegan. & Son, both “certificated” common carriers of freight by motor-truck between San Francisco and San Jose and intermediate points, filed complaint alleging that the petitioners herein were operating motor-trucks without having obtained a certificate of public convenience and necessity to do so for the transportation of freight for hire over the public highways…
