OPALA, Justice.

Dan G. Mailath [bar applicant or Mailath] seeks admission by examination as a licensed lawyer. The Oklahoma Board of Bar Examiners [Board] rejected his application, because he failed to meet the requirements of Rule 1, § 1, Rules Governing Admission to the Practice of Law in the State of Oklahoma, 1 which provides: “To be admitted to the practice of law ... the applicant ... shall have good moral character, due respect for the law, and fitness to practice law.” The bar applicant timely requested a Rule 11 2 hearing.
