Plaintiff, claiming to be an employee of International Woodworkers of America, C. I. O., a voluntary association (hereinafter call International), and as such to be subject to the Workmen’s Compensation Act, filed a claim with the defendánt, the State Industrial Accident Commission (hereinafter called the Commission), for compensation for injuries arising out of and in the course of his alleged employment.
