The Central District Printing and Telegraph Company, later merged with the Bell Telephone Company of Pennsylvania, constructed a line of poles, wires and other equipment in Beaver County. Its wires were attached to a bridge that passed over Beaver Creek built by and under the control of the county. The bridge was taken from the county by the Commonwealth under the Act of May 1,1929, P. L. 1054, reenacted by the Act of May 21,1931, P.
