The primary issue in this case is whether, in termination proceedings under General Statutes (Rev. to 2005) § 17a-112 (j), 1 a trial court can find that a parent is unwilling or unable to benefit from reunification services without first finding that reasonable efforts were made to reunify the parent with her child.
