Veteran Roque A. Acosta appeals, through counsel, a June 5, 2001, decision of the Board of Veterans’ Appeals (Board) that denied him an effective date earlier than February 3, 1995, for the award of Department of Veterans Affairs (VA) service connection for a psychiatric disability.
