In this action, the plaintiff, Opportunity township, in Spokane county, sought a declaratory judgment passing upon the validity of chapter 81, Laws of 1937, p. 337, Rem. Rev. Stat. (Sup.), §§ 11376-1, 11443-1. Spokane county and its commissioners and assessor were made parties defendant. The plaintiff prayed that the court declare the rights and duties of the parties and determine the law to be unconstitutional.
