Defendant was charged with the commission of a crime by an information which stated that he

“. . . without first having obtained a license so to do issued by the Director of Licenses of the state of Washington as provided by law, and without having said license recorded in the office of the Skagit County Clerk, and without first having paid an annual license fee permitting the said F. Rasmussen to practice chiropractic as required by law, did unlawfully induce the belief that he was engaged in the practice of chiropractic in that the said F.
