This is a disciplinary proceeding in which respondent Robert A. Dobson, III is alleged to have participated in a scheme to evade securities laws during the 1970s. We find the facts to be as follows.

Respondent entered the practice of law after attaining competency as a certified public accountant. Respondent’s clientele included wealthy individuals who wished to take advantage of tax shelters and other investment opportunities.
