OPINION
MARGOLIS, Judge.
This case arises from the government’s refusal to go forward with a Farmers Home Administration (“FmHA”) loan to the plaintiffs for the construction of a housing project in Tooele, Utah. Plaintiffs allege that, by refusing to close the loan, the government has committed a breach of contract, as well as a breach of an implied duty of good faith and fair dealing in carrying out its contractual obligations to the plaintiffs.
