This government contracts dispute between plaintiff, Son Broadcasting, Inc., and defendant, the United States Forest Service, concerns a development project to build and operate broadcasting towers in Santa Fe, New Mexico. The case comes before the court on defendant’s motion to dismiss pursuant to RCFC 12(b)(1) and 12(b)(4).
