MEMORANDUM AND ORDER GRANTING DEFENDANT’S MOTION TO DISMISS

Plaintiff Wayne P. Hodgdon sues Defendant United States of America, the alleged insurer of judgment debtor PWC Engineering, Inc. (“PWC”), for $400,000 under the Contract Disputes Act of 1978, 41 U.S.C. § 601 ef, seq. (1987).
