OPINION

BOOCHEVER, Justice.

This appeal has been taken from a decision of the Board of Governors (the Board) denying Clem Harrison Stephenson’s application for admission to the Alaska Bar Association under reciprocity provisions. 1 Initially Stephenson’s application was denied for failure to meet the character requirements, as well as his alleged failure to have graduated from a law school. After a subsequent hearing, a hearing officer made findings that applicant was of good moral character and concluded that he was entitled to admission.
