GIERKE, Judge:

A special court-martial composed of officer members convicted appellant, contrary to his pleas, of conspiring to wrongfully appropriate Air Force promotion-testing materials and violating a lawful general regulation by unlawfully obtaining access to and reviewing Air Force testing materials (2 specifications), in violation of Articles 81 and 92, Uniform Code of Military Justice, 10 USC §§ 881 and 892, respectively. The court-martial sentenced appellant to a bad-conduct discharge, a fine of $3000, confinement until the fine was paid but not to exceed 2 months,…
