Do principles of equal protection announced by this court in In re Jerald C. (1984) 36 Cal.3d 1 [201 Cal.Rptr. 342, 678 P.2d 917] prohibit a county from seeking reimbursement from the parents of a minor child of an Aid to Families With Dependent Children-Foster Care (AFDC-FC) grant used to support the minor who, pursuant to Welfare and Institutions Code section 602,1 was declared a ward of the juvenile court and placed in a foster care group home?
