Flaintiff, Elba Township, and intervening plaintiffs, David Osborn, Mark Crumbaugh, Cloyd Cordray, and Rita Cordray (the Osborn plaintiffs), appeal as of right the March 8, 2011, order granting summary disposition in favor of defendant, the Gratiot County Drain Commissioner. Elba Township filed a complaint against the Drain Commissioner, seeking to enjoin the consolidation of 47 drainage districts within Gratiot County because the petition for consolidation lacked the requisite number of signatures.
