OPINION

EHRLICH, Judge.

Victor H. Gerhardt seeks special action review of an award by the Industrial Commission of Arizona which dismissed his hear ing request for lack of jurisdiction. For the following reasons, we set aside the award.

FACTS AND PROCEDURAL HISTORY

On November 13,1991, while working as a bartender at Sky Harbor Airport for Concession Air, Gerhardt fell, hitting his lower left jaw on a doorknob and twisting his back.
