In Anderson v. United States Sec’y of Agric., 30 CIT -, 462 F.Supp.2d 1333 (2006) (“Anderson I ”) 1 , the court remanded an initial determination from the United States Department of Agriculture (“USDA”) denying Plaintiffs application for Trade Adjustment Assistance (“TAA”) on-the basis of the agency’s summary conclusion that Mr. Anderson’s net fishing income had not declined during the 2000 to 2003 time period.
