JENSEN, District Judge.

This is a civil rights action brought by plaintiff alleging sexual harassment, sex discrimination, defamation, and retaliation in employment. In early 1993, after an investigation authorized by the San Francisco Police Commission (“Police Commission”) and a subsequent closed hearing of these charges, the Police Commission determined that there was insufficient evidence to sustain the charges.
