I. INTRODUCTION

Plaintiffs Charles Russoli and Marguerite Russoli have brought the instant action pursuant to 42 U.S.C. § 1983, alleging that the Defendants, Thomas E. Anderson, Kevin J. Soberick, Salisbury Township, and Salisbury Township Police Department, violated their rights under the First, Fourth, and Fourteenth Amendments to the United States Constitution. 1 They have also brought a number of state law claims.
