Plaintiff Three S Consulting, Inc. (“plaintiff’) initially filed this post-award bid protest under the Tucker Act, 28 U.S.C. § 1491(b) (2006), on August 27, 2010. Plaintiff filed its Second Amended Complaint on September 19, 2011. Second Amended Compl. (“Compl.”), ECF No. 155.
