OPINION

HORN, District Judge.

This case is before the court on the parties’ cross-motions for summary judgment pursuant to Rule 56 of the Rules of the United States Court of Federal Claims (RCFC). The plaintiff, Green Management Corporation (Green Management), a Wyoming corporation, brought this action pursuant to the Contract Disputes Act of 1978(CDA), 41 U.S.C. §§ 601-613 (1988 & Supp. Ill 1991).
