OPINION AND ORDER

HEWITT, Judge.

Plaintiff, The Libertatia Associates, Inc. (TLA or plaintiff), asks the court to find that defendant, the United States (government or defendant) acted in bad faith in administering and terminating plaintiffs contract and to declare plaintiff entitled to the conversion of the termination for default into a termination *703for convenience.1 Plaintiffs Post Trial Brief (Pl.’s Br.) at 20.
