The plaintiff, Khaled S. Sawan, has been a lawful permanent resident since 2002 based on his marriage to a United States citizen. Sawan filed this suit to compel action on his N-400 Application for Naturalization (“Form N-400”), which has been pending since November 2006. On August 14, 2008, 2008 WL 8852475, this court granted the defendants’ motion to dismiss for lack of subject-matter jurisdiction.
