SCHALL, Circuit Judge.

The United States appeals from the final judgment of the United States Court of Federal Claims in Bd. of County Supervisors v. United States, 47 Fed. Cl. 714 (2000). The judgment awarded the Board of County Supervisors of Prince William County, Virginia, compensation in the total amount of $1,153,578.00 for the 16.05 acres of land which the federal government took from the County by eminent domain.
