(IGGC) appeals from a decision of the Armed Services Board of Contract Appeals (Board) denying IGGC’s claim for an equitable adjustment for alleged unabsorbed home office overhead caused by the government’s delay in issuing a notice to proceed (NTP) on a contract to renovate army barracks.
