WILKINS, Justice:

T1 Salt Lake County ("County") appeals the district court's grant of summary judgment in favor of Brent D. Young ("Young") requiring the County to disclose disciplinary records and investigative files. We affirm in part and reverse in part.

BACKGROUND

12 Young was employed by the Salt Lake County Sheriffs Department ("Sheriffs Department") as a deputy sheriff, Young's employment was terminated on January 14, 2000, allegedly for an incident involving use of his firearm and sexual innuendo.
