IMS, P.C. (“IMS”), a corporation that provides architectural and engineering services, brought an action in the United States District Court for the District of Columbia to challenge the refusal by the Small Business Administration (“SBA”) to revise IMS’s participation term in the SBA’s section 8(a) program for socially and economically disadvantaged businesses.
