Dae Shin Enterprises, Inc. (“DSE”) brought a disappointed bidder action in the district court against the United States of America, seeking to enjoin performance of a procurement contract between the United States Army (the “Army”) and the successful bidder, AMTEC Corporation (“AMTEC”).
