I. INTRODUCTION

The pro se plaintiff, Christian C. Nwa-chukwu, seeks damages and injunctive relief from the Office of Bar Counsel (“Bar Counsel”) and various attorneys 1 who work at the Bar Counsel (collectively the “defendants”), because the defendants dismissed the plaintiffs complaint against his former attorney.
