I. INTRODUCTION
Before the court is the defendants’ partial motion to dismiss. The plaintiffs in this case are a student with disabilities, C.A., and her mother. 1 They allege that the District of Columbia (“the District”), its Superintendent of Schools, Clifford Ja-ney, 2 and seven current and former officials of the District of Columbia Public Schools (“DCPS”) denied C.A. a free appropriate public education (“FAPE”) 3 and in so doing discriminated and retaliated…
