MEMORANDUM OPINION

JOHN D. BATES, District Judge.

Plaintiff Richard Moonblatt — a Caucasian, Jewish, homosexual male — was incarcerated on three separate occasions at the Correctional Treatment Facility located in the District of Columbia. He brings this case against defendants for the alleged violation of his civil rights on account of his race, religion, and sexual orientation.
