The U.S. Securities and Exchange Commission (“SEC”) filed this civil enforcement action on March 12, 2007, 1 alleging that the defendants, various officers of Nortel Networks Corporation (“Nortel” or “the Company”), engaged in two distinct accounting fraud schemes. Under the first scheme, Defendants Frank A. Dunn (“Dunn”), Douglas C. Beatty (“Beatty”) and Maryanne E.
