This is an action for reimbursement of the costs incurred by the parents of S.M. for her placement in a private school for disabled children for the 1998-99 school year. The parents claim that the Montgomery County Public School System (MCPS) failed to provide S.M. with a Free Appropriate Public Education (FAPE) as required under the Individuals with Disabilities Act (IDEA), 20 U.S.C. § 1400 et seq.
