John Doe, a minor, appeals the District Court’s judgment upholding an Administrative Law Judge’s (ALJ) ruling that his parents are not entitled to reimbursement under the Education for All Handicapped Children Act (EAHCA or Act), 20 U.S.C. § 1400 et seq., for expenses incurred while he was enrolled at a private junior high school.
